是raise a question. 因为raise 是及物动词 ，而rise 是不及物动词，后不能接宾语。
1、及物动词verb transitive（vt.） 所谓“及物”，就是后面可直接加宾语的动词，有被动形式；而不及物动词是没有被动式的，不可直接加宾语，需加上介。, 如see 看见 (vt.) +宾语I can see a boy。
